This question asks you to decide on a fundamental difference between statistical techniques: do you want to focus on the relationship between your variables, or the differences between groups.  Differences between groups (such as an experimental and control group) will usually use a variety of t-test or ANOVA, or a nonparametric alternative.  Researchers most often use correlation or regression techniques to talk about relationships between variables.
